Congress made history this week—but not in a good way.

Lawmakers passed the first-ever partisan clawback of previously approved funds, prompting new fears about whether bipartisanship still has a place in Washington.

Trump’s former budget chief Russ Vought said the quiet part out loud: the budget process “has to be less bipartisan.” The White House tried to walk it back—but the damage was done: “They know what’s coming.”
