U.S. President Donald Trump’s administration says the offensive stage of the war with Iran is over. But it’s unclear what’s happening in the Strait of Hormuz, where traffic has slowed to a crawl because of separate blockades from the two countries.

“This is not an offensive operation. This is a defensive operation. And what that means is very simple. There’s no shooting unless we’re shot at first, okay? We’re not attacking them. We’re not,” U.S. Secretary of State Marco Rubio said Tuesday.

As Jackson Proskow reports, both the U.S. and Iran claim they’re in control of the vital shipping route.
