After the longest shutdown in American history, the federal government is slowly beginning to reopen, but challenges persist at airports across the United States with the FAA still forcing airlines to slash six percent of flights ahead of the Thanksgiving travel rush. It comes as federal workers are still waiting on paychecks. NBC’s Gabe Gutierrez reports for TODAY.
