India may “flex” cyber threats against Canada, security officials warn

Though China, Russia and Iran remain Canada’s “greatest strategic cyber threats,” India was identified as an additional “emerging threat actor” by Canadian cyber security officials in an Ottawa press conference on Wednesday.

As detailed in the latest biennial National Cyber Threat Assessment (NCTA), the Canadian Centre for Cyber Security (CCCS) and the Communications Security Establishment (CSE) warned that if Canada’s relationship with India continues to decline, the risk of cyber threat activity against Canadian nationals and organizations could increase.

“As Canada and India potentially may have some tensions, it is possible that we may see India want to flex those cyber threat actions against Canadians,” CSE chief Caroline Xavier said.

Diplomatic relations between India and Canada have soured since 2023, when Prime Minister Justin Trudeau said Canadian intelligence agencies had credible evidence linking agents of the Indian government to the assassination of Sikh separatist leader Hardeep Singh Nijjar in Surrey, B.C.
