Rodolfo Dugarte Sánchez was born and grew up in the remote Venezuelan Andean village of Los Nevados, located in the Sierra Nevada National Park in the Venezuelan Andes. Before the pandemic hit, Rodolfo started building a school in the remote village of Las Plumas but has not received support from the state of Venezuela since then.
