CNN chief data analyst Harry Enten notes that the federal government has been at least partially shut down for 20% of President Trump’s second term, 40 times the average of all other presidents since 1981.
Meanwhile, the GOP plan to end the partial shutdown "seems to be acceptable" according to a White House official. Republican lawmakers emerged from a White House meeting on Monday night with a plan to fund DHS — all except a small portion of the immigration enforcement budget, in a concession to Democrats. Then, once that’s passed, Republicans plan to muscle through a partisan bill without Democratic votes to fund the rest of the ICE budget.
