Prime Minister Mark Carney is expected to make an announcement in Yellowknife, N.W.T. on Thursday.

His itinerary says he will present a “new plan to defend and transform Canada’s Northern and Arctic region.”

He is also scheduled to meet with N.W.T. Premier R.J. Simpson before departing for Norway in the evening, where he will observe NATO Cold Response exercises as Canada deepens ties with Nordic countries.
