County prosecutors in Minnesota have charged ICE agent Gregory Donnell Morgan Jr., with two counts of felony assault for allegedly pointing a gun at people in a car that cut him off, with Hennepin County Attorney Mary Moriarty saying he acted outside the scope of his authority.
