European leaders are rushing to develop a unified response to the peace plan. Chancellor Friedrich Merz of Germany was the first NATO ally to discuss the plan for Ukraine with Donald Trump. During their brief phone conversation, the two leaders reportedly discussed the "next steps" for coordinating international advisors. Merz will now speak with his EU counterparts.
