The Philippines has declared a state of "national energy emergency", citing risks to the domestic fuel supply and energy stability created by the Middle East war.
The drivers of jeepneys, the makeshift minibuses which are the backbone of the country’s transport sector, are being hit hard by soaring fuel prices.
