A federal grand jury in Washington, D.C. declined to indict Sens. Mark Kelly, D-Ariz., and Elissa Slotkin, D-Mich., on charges of seditious conspiracy Tuesday, according to a person familiar with the proceedings. The prosecution was based on a video that Kelly, Slotkin and several other Democratic lawmakers released which urged members of the military and the intelligence community not to follow illegal orders.
