In February Congress debated the SAVE Act which forces states to fortify voter ID requirements. The act, panned by Senate Minority Leader Chuck Schumer as “Jim Crow 2.0” may limit voting access for some 21 million Americans that do not have documents proving citizenship readily available. CNBC’s Justin Papp explains how this law may affect turnout in the 2026 midterm elections.
