Toronto is still digging out of record-breaking snowfall from more than three weeks ago.

The city was blanketed by more than 50 centimetres of snow on Jan. 25, with more expected to cover the streets.

As Global’s Seán O’Shea reports, people are frustrated with how long the cleanup is taking despite the city claiming it was ready and had learned from previous winters.
