A destroyed military vehicle and spent artillery shells litter the streets of Luvungi after the Rwanda-backed M23 fighters asserted control over Uvira in eastern DR Congo, at the border with Burundi. This comes just days after the two nations’ leaders and US President Donald Trump signed the "Washington Accords" on December 4.
