Did Bill Gates really say climate change is a hoax?

Bill Gates recently offered us some of his ‘wisdom’ on the subject of climate change. Donald Trump immediately seized on Gates’ 17 page essay, saying he had "just won the war on the Climate Change Hoax". So, has this little exchange fatally undermined the COP30 conference in Brazil, or was it dead on arrival anyway?
