The European Commission says it is "concerned" by China’s announcement of new controls on the export of rare-earth technologies and items. According to EU spokesperson Olof Gill, the bloc’s chiefs "discussed these matters in detail with Chinese President Xi Jinping" during a summit in July and "agreed to upgrade the bilateral dialogue on trade to enhance transparency."
