Rarely has a strategy paper caused so much uproar in the European Union. US President Donald Trump’s National Security Strategy, released last week, lays out in 33 pages a massive shift in relations with Europe, where, according to the paper, once great countries are now facing civilization erasure. For many European leaders who see Trump as the threat to democracy and international norms, the paper is a slap in the face and a rupture that may never heal.
