Pamella Foster fought back tears as she stood in front of what was once her home in the coastal town of Black River, Jamaica. The roof was gone, the windows and doors were torn away and the kitchen had been swept out to sea by Hurricane Melissa. All that remained were wet mattresses, washed-off sheets and her family that returned with her.
