Ukrainian President Volodymyr Zelenskyy addressed the Dutch parliament on Tuesday, saying Ukraine is in the midst of "most intense and focused" negotiations to end Russia’s nearly four-year war. He said diplomacy should focus on making Russia learn to "live by the rule of law."
