Prime Minister Mark Carney’s government signed a memorandum of understanding with the Alberta government, opening the possibility of a new bitumen pipeline. In a year-end interview with CBC’s chief political correspondent Rosemary Barton, Carney pushed back on the idea that the MOU is a betrayal of the environmental policies that some Canadians voted for.
