Legal expert Joshua Rozenberg said prosecuting Mountbatten-Windsor, who was arrested and released Thursday, would mean proving that he was acting in a "public office" whilst he was trade envoy and that he "wilfully misconducted himself" leading to "abuse of the public’s trust."
