A Russian independent news channel, citing eyewitness footage, identified the site as a key state-owned missile plant. Three people were hospitalised, according to a Telegram post by Sergei Bagin – the local health minister for Russia’s Udmurt Republic, the region on the Volga river where the strike took place.
