The race to fill Marjorie Taylor Greene’s vacated seat in Congress heads for a runoff vote. That’s because one of the 17 candidates running got more than 50% of the vote. Georgia’s minimum threshold rule for elections has segregationist roots that were designed to keep Black candidates from public office.
