The Gulag was a vast system of forced labor camps in the Soviet Union, where prisoners, including political detainees, were subjected to harsh conditions, hard labor, and widespread abuses. Anna Karetnikova, a former senior analyst at Russia’s Penitentiary Service, says today’s prison system has only seen limited reform since then and raises concerns about conditions, violence and a lack of legal protections.

In recent years, human rights groups and international observers have documented severe conditions in Russian prisons, including overcrowding and arbitrary punishment, and have raised concerns about political imprisonment. Many individuals have been convicted under Putin’s broad “extremism” and “terrorism” laws.
