ACCT Philly, the city’s open-intake shelter, received a call Sunday about a dog stranded high above the ground on a SEPTA train platform. The dog, later named Dottie, was huddled in a corner on a ledge with no enclosure, facing a "several-story drop" of nearly 40 feet.
