Food banks see spike as federal workers go unpaid, SNAP funding in limbo

In a memo obtained by CNN, the Department of Agriculture says it has a $6 billion contingency fund, but it will not be used to cover food stamps. If the government shutdown continues, roughly 42 million Americans will not get food assistance starting November 1.
