Retired civil servants told the BBC that Andrew Mountbatten-Windsor expensed massages while working as the U.K.’s trade envoy. Mountbatten-Windsor was arrested last week on suspicion of misconduct in public office, and was previously stripped of his royal titles over his ties to convicted sex offender Jeffrey Epstein.
