As the ongoing government shutdown impacts food assistance benefits for millions of Americans, two federal judges have ruled that the Trump administration must use emergency funds to partially cover the benefits. Even with the emergency funds being released, benefits will be delayed beyond the first of the month when usually deposited for recipients. CNN’s Annie Grayer reports from Capitol Hill.
