Kansas City Mayor Quinton Lucas tells Rachel Maddow he initially dismissed reports that DHS and ICE planned to convert a former warehouse into a detention facility as "rumors" — until federal records and conversations with lawmakers suggested the plans were real. The City Council has since passed a five-year moratorium on non-city-run detention facilities.
