Lithuania’s government on Tuesday declared a state of emergency over balloons originating in Belarus that have disrupted aviation.
 
Vilnius airport has been closed repeatedly due to the balloons, which Lithuania claims were sent by smugglers transporting cigarettes and constitute a "hybrid attack" by Belarus, a close ally of Russia.
 
 "The public is very annoyed because of this. I mean, those who don’t travel, probably not, but those who travel and whose flights were affected by this, well, they are really annoyed," said a traveller.
 
Belarus has denied responsibility for the balloons and accused Lithuania of provocations, including sending a drone to drop "extremist material," which Lithuania denies.
