Police say they have identified three teenagers who terrorized a family after appearing at the front door in scary Halloween costumes. No charges will be filed in the story that got national attention. It turned out that the three culprits are relatives of the family that lived in the house. It seems it was all an elaborate Halloween prank that went horribly wrong. A widow, her adult daughter, and a child were inside the house and told Inside Edition they were truly terrified.
