Gen. Tom Lawson, former chief of defence staff and current chair of the Conference of Defence Associations Institute, cautions that Ottawa cannot afford to dawdle as it seeks to reduce its traditional reliance on the United States..

"Political capital is only going to be around for so long. So this strategy has to turn into action. It has to turn to money flowing, contracts being signed, and some sort of procurement agility."
