Putin says using Russian assets to help Ukraine would amount to robbery

The European Union plan has unravelled over differences with Belgium that holds the bulk of them, but the EU leaders agreed on Friday to provide a massive interest-free loan to Ukraine to meet its military and economic needs for the next two years. Putin said Friday that the move to use frozen Russian assets would have spooked investors, “dealing not only an image blow but undermining confidence in the euro zone.”
