A blast of winter weather has brought abnormally cold conditions to Russia’s Tatarstan region. Overnight into Sunday, temperatures in the city of Kazan dropped below minus 30 degrees Celsius. Meteorologists said the current average daily temperature is 9-14 degrees below the seasonal norm.
