Shutdown Day 28: Air traffic controllers miss first full paycheck

It is day 28 of the government shutdown and there is seemingly no end in sight. The Senate will vote today for the 13th time on a government funding bill, which is expected to fail once again. Also, it is the first day that air traffic controllers will miss their first full paycheck.
