For the first time, President Donald Trump is imposing direct sanctions against Russia’s two largest oil companies, Lukoil and Rosneft, that the administration says fund the Kremlin’s war in Ukraine. The move comes after a plan for a one-on-one summit between Trump and Vladimir Putin fell apart. NBC’s Keir Simmons reports for TODAY.
