The weekend death of an American citizen in Minneapolis has upended the race to avert a second government shutdown, with Democratic lawmakers standing in opposition to a spending bill that includes more funding for the Department of Homeland Security.

If an agreement isn’t reached by Friday, millions of Americans will again find themselves furloughed or working for free.
