Why does dense fog form even though it’s sunny out?

What looks picturesque from above carries a hazardous warning down below in Metro Vancouver, owing to thick fog.

The region has been blanketed in fog for days and Environment Canada has issued a dense fog advisory as the visibility dropped to zero.

While the streets are cold and cloudy, the sun shines brightly above the fog.
