Twenty years after Hurricane Katrina devastated New Orleans, 60 percent of the residents of the hardest hit Lower Ninth Ward haven’t returned. A retired army general who was in charge of the federal relief efforts in the neighborhood remembers the thousands of devastated people impacted by the hurricane.
