As Super Typhoon Ragasa pounds Taiwan with heavy rains, CCTV footage captured by the Water Resources Agency shows torrents of water rushing over and under a bridge after a lake formed by a landslide burst its banks in Hualien. An official says a nearby town has been flooded, trapping more than 260 people.
