Russian President Vladimir Putin said Tuesday that Russia “has never objected” to Ukraine’s potential membership in the European Union, adding that he believes consensus on security guarantees in Ukraine could be possible.

Speaking in Bejing, China, during a bilateral meeting with Slovak Prime Minister Robert Fico, Putin said claims by European leaders that Russia would one day attack deeper into Europe were “hysteria.”

Putin claimed that while Russia doesn’t oppose Ukraine joining the EU, membership in NATO “is another issue.”
