In a last-ditch effort to avoid a government shutdown, President Donald Trump is set to meet with Republican and Democratic leaders in Congress and help negotiate a spending deal. The White House is raising the stakes, issuing guidance to federal agencies that the administration will immediately begin mass layoffs if the government shuts down. Democrats believe it is nothing more than an intimidation tactic. NBC’s Ryan Nobles reports for TODAY.
