US Secretary of State Anthony Blinken has been touring the Middle East hoping to establish a joint approach while Syria’s new leaders put an administrative framework in place. The Islamist group HTS that toppled the regime of Bashar al-Assad has said its government will be law-based and inclusive. But many Western powers still classify it as a terrorist organization.

Diplomats from the US, the European Union, and Arab countries have been meeting in Jordan, as the international community tries to help stabilize Syria.
