Why Canada is jailing more Indigenous people

Canada’s Prime Minister Justin Trudeau entered office nearly 10 years ago pledging "a total renewal of the relationship between Canada and Indigenous peoples" — including eliminating the over-representation of Indigenous people in custody. 
 
Now, with Trudeau set to step down, those disparities have widened further. Indigenous people, who make up about 5% of Canada’s population, account for 34% of Canadians under long-term supervision orders.
 
One of them is Marvin Starblanket, a member of the Mistawasis First Nation who was released from prison two and a half years ago. Correctional Service of Canada rules still govern his life.
