Well, “what will it be?” is very difficult to assess. “What should it be?” is, I think, in my view, a clear message that Europe is prepared to do what is needed to deal with Russian aggression, not just in Ukraine but beyond. And also a very clear message: What we are, in Europe, willing to accept and what we are not willing to accept.
