Russia and China’s growing influence in the Arctic has prompted federal leaders to announce a flurry of new policies focused on expanding Canada’s military might in the region.
But one project still languishes unfinished, more than a decade behind schedule: The Nanisivik Naval Facility.
It has become an unwelcome reminder of the challenges of building a military presence in the North, whose melting waterways are increasingly contested.
