Jersey City Mayor Steven Fulop slammed NTSB investigation times in the wake of the deadly helicopter crash into the Hudson River as he called for more restrictions on helicopter tours.

"Post-9/11 there was restrictions and it seemed like it worked OK, and then over time we brought back those restrictions."
