Harvard and the University of Toronto have partnered as part of a contingency plan that would let Harvard’s international students finish their degree in Canada if they can’t secure a U.S. visa.

The plan is still in its early stages, as Harvard surveys students to gauge interest and still needs approval from the New England Commission for Higher Education.
