As President Biden met with families of victims of the New Orleans pickup truck attack, the White House announced more federal resources to protect the city as it looks forward to the Super Bowl and Mardi Gras. As new bollard barriers were put in place, NBC News has learned from the company that makes them that they can only guarantee stopping cars going up to 10 miles per hour. NBC News’ Jesse Kirsch reports.
