West Virginia is under a state of emergency after deadly flash flooding overwhelmed communities over the weekend, leaving cars submerged, homes destroyed and causing some roads to buckle. The governor says at least five people are dead and four others are missing. The disaster there comes just days after at least 13 people in San Antonio, Texas, were killed when multiple vehicles were swept away into a creek by fast moving floods.
